Procedure

Rinse the rice and cook.
Fillet the fish and cut into bite-size pieces.
Broil the mushrooms and green peppers over a gridiron.
Dry the surface of the fish and coat with flour. Heat the oil in a Teflon frying pan, cook the fish and remove.
Clean the pan and boil down the mirin and soy sauce. Add the fish and allow it to be coated with the thickened sauce. Place the fish over rice in a bowl, and add the mushrooms and green peppers.
Add the water to the sauce in the pan, boil down again and pour over 5. Then, sprinkle with powdered Japanese pepper seeds.
