Remove the heads and entrails from the sardines. Open each sardine
with your hands and remove the backbone. Sprinkle them with salt
and pepper and let them stand for a while. Dry the sardines. |

Combine all the ingredients for the sauce in a small pan. |

Cut the green onion into thin rings. Grate the ginger root and
daikon, separately. |

Coat each fish with flour and pat them to remove the excess flour.
Heat the sauce. At the same time, deep-fry the green peppers and
sardines. When they are done, soak them in the sauce. |

Dish up the green peppers and sardines. Top with the grated ginger
and daikon. Pour the sauce over them and sprinkle with the green
onion. |
